Procedure for Submission of Preferences through Web Based Selection Form for Admission into LPT Courses through LPCET 2013 for the Academic Year 2013  – 2014.
1. Admissions into LPT courses in the State for the academic year 2013 – 2014 will be made as per the rank obtained in LPCET 2013 through Web Based Selection of Colleges.
2. The process of admission involves three stages:
1. Online submission of preferences of colleges through Web Based Selection.
2. Allotment of seat and download of Provisional Admission Letter
3. Issue of Final Admission Letter after verification of certificates and payment of course fee at the District Institute of Education and Training of the district concerned on dates given on the Provisional Admission Letter.
3. The Web Based Selection will be made in two spells. The First spell will be from 03.07.2013 to 05.07.2013.
4. Candidates may submit their preferences from 03.07.2013 to 05.07.2013 at lpcet.cgg.gov.in
5. To begin with, download the list of colleges that are available University area wise kept on the website lpcet.cgg.gov.in
6. Pay a fee of Rs.60/- at any of the APONLINE center or through the online payment service provided on the website lpcet.cgg.gov.in by giving your minimum details and obtain Transaction ID / Journal Number.
7. After obtaining the Transaction ID / Journal Number login to www.lpcet.cgg.gov.in and Click on the link ‘Submission of Preferences for Admission’.
8. Follow the ‘On Screen’ instructions and messages that are given during the course of selection of your preferences.
9. Before pressing the ‘Submit’ button please check thoroughly the preferences submitted
10. After submission of preferences download the pdf of submitted preferences and read the Declaration and Disclaimers.
11. Each candidate will be allowed to edit the preferences submitted by them for two times between 03.07.2013 to 05.07.2013.
12. Submission of preferences through Web Based Selection is not the end of admission procedure. It is only registration for admission. Admissions will be made exclusively in the sequence of merit.
13. If you are provisionally selected for admission to any of the colleges you will be sent sms on your mobile. Download the Provisional Admission Letter on 10.07.2013 and follow guidelines given on it with regard to certificate verification and fee payment.
14. Final Admission Letter will be issued after verification of Certificates at the District Institute of Education and Training of the district concerned on dates given on the Provisional Admission Letter.
15. Candidates who wish to seek admission in the colleges in other than their local university area may before submission of options download the list of Maximum Rank (State Rank) permissible for admission under Unreserved (Open) quota.
16. Procedure for admissions through second spell of Web Based Selection for admission into seats left over after first spell admissions may be downloaded on 17.07.2013

PR&RD Department - 4th Ordinary Elections to Panchayat Raj Institutions-Fixing the rates of TA/DA/remuneration payable to the polling personnel drafted for training classes polling duty and counting duty - Orders-Issued.

ORDER: In the circumstances stated in the reference 2nd read above and keeping in view the orders issued in the reference 1st read above, Government after careful examination, hereby issue orders fixing the following rates of remuneration payable to the staff deployed on training classes/polling/counting duties during 4th Ordinary elections to Panchayat Raj Institutions,2013 and also issue the following orders.
*Presiding officers/Counting supervisors:- Rs.250/- per day or part there of
*Polling officers/Counting assistants:- Rs.175/- per day or part thereof
*Class IV:- Rs.100/- per day or part thereof
2. Besides the above remuneration lunch shall be provided only on polling day and counting day at the rate of Rs.100/- per head per day in case of difficulty in providing packed lunch.
3.  In respect of Zonal Officers, Route Officers, Sectoral Officers, expenditure monitoring committees, Model Code of conduct monitoring staff shall be paid one time remuneration at a lump sum rate of Rs.800/- per head one time only.
4.  In regard to the staff being drafted randomly from other constituencies covering Central Government / State Government/ Banks/ Insurance employees etc., specific instructions have been issued vide G.O.Ms.No.543 GA(Elec.C)Dept., dated 9.12.2005 shall be followed.
5.  The Secretary State Election Commission shall take necessary action accordingly.
6.  This order issues with the concurrence of GA(Elec.C)Dept., vide their U.O.No.1673/Elec.C/A1/2013-1 Dated 29.6.2013.

Sub: RVM (SSA), A.P, Hyderabad - Pedagogy Wing Implementation' of School Readiness and Classroom Readiness Program from 12- 30 June, 2013-Reg
All the District Educational Officers, the Project Officers of RVM(SSA) and the Principals of DIETs, in the State are informed that the School Readiness and Classroom Readiness Programs have to be to implemented in the classes of I to VIII in all schools of the state from 12th- 30th June, 2013.
In this regard the DEOs and the P.Os of RVM(SSA) in the state are requested to take up the following action plan for implementation of the program,
1)A One-day Video Conference is scheduled on 8th June, 2013 from 11.00 to 13.00 hrs on the implementation of the School Readiness and the Classroom Readiness Program.
a. Participants the District Educational Officer, the Project Officers of RVM(SSA), the Deputy Educational Officers, the DIET Principal and the Academic Staff, the Sectoral Officers of DPOs and the MandaI Educational Officers.
2)One-day Teleconference is scheduled on 10.06.2013 from 10.00 A.M to 05.00 P.M Orientation program on School Readiness and Classroom Readiness
a. Participants - the MEOs, the School Complex H.Ms,
b. Identified two Resource Persons for each subject and each complex Primary level (i.e., Telugu 2 +English 2 + Maths 2 = Total 6 R.Ps for each complex)
c. Two Resource Persons for each subject complex (Telugu, Hindi, English and Maths - 4 subjects X 2R.Ps = 8) at UP Level(clubbing mandals).
3)(a)A one-day orientation to all the Primary School Teachers to be organized at Primary School Complex level on 13.06.2013 & 14.06.2013 @50%of teachers per day.
(b)A one-day orientation to subject complex level to the UP level Telugu and English teachers on 13.06.2013 and Maths & Hindi teachers on14.06.2013.
Therefore, the District Educational Officers, the Project Officers of RVM(SSA) in the state are requested to issue instructions to the field level on implementation of School Readiness Program to all schools in the state.
Further it is requested to follow the schedule and communicate to all the field officers to implement School Readiness and Class Readiness Program.

The Project Officers of RVM(SSA) in the state are requested to identify subject-wise Resource Persons and attend the teleconference and in turn they train all teachers at complex level. The previous year norms may be follow for conduction of tele conferences. The expenditure may be met from the teacher training budget for the year 2013-14. Further it is requested to download the attached proforma and fill the data and send to the SPO after the completion of Teleconference and the complex level orientation.
This has got the approval of the State Project Director.

GUIDELINES ON EDUCATION FORTNIGHT – 2013-14
It is a well known fact that enrollment of Children in Schools and their retention are important duties of the education department. For this purpose, education fortnight is being conducted every year. During the current year, the following activities are proposed in three phases.
I Phase: Before schools are reopened, teachers shall strive hard to conduct campaigning, canvassing and making the school ready for the children. The following activities are suggested from 1st to 11th June, 2013 i.e., prior to opening of schools.
School enrollment campaign
a) The list of all children in school going age (6-14 years) can be collected by the teachers from Anganwadi workers, village elders etc., and this will be the target list for the teachers to enroll all the children figuring in the list.
b) Anganwadis are the major source of data of the children in the school going age group. Teachers along with SMC members will visit all Anganwadi Centres and talk to the parents of the Anganwadi children to
explain the importance of the education, provisions of Right to Education Act and how the admission procedure is simplified in the school. They should given the admission instantaneously.
c) Habitation meetings should be conducted to motivate parents to admit children in the school using revenue department resources of beat of TOM TOM in all the locations of the village announcing the date of
school reopening and the facilities being provided in the schools.
d) Special focus activities shall be organized for educationally, socially backward children, such as Fisher folk, Tribals of agency area, Children of migrant families and minorities of slum areas for 100% enrollment.
e) Special attention with emphasis on girls enrollment by admitting them in all KGBVs. as per eligibility and age. Special enrollment drive shall be organized.
f) Visibility for school admission season should be brought out in the village through distribution of pamphlets, pasting of posters and wall writing etc., Runs and rallies, Kalajathas and various cultural activities suiting the local culture and appreciation shall be conducted in the villages bringing out the importance of the 100% enrollment, transition of children from class to class and continuing of education up to Xth class. Out of School Children (Late Bloomers)
a) Number of out of school children are undergoing special training in residential special training centers being managed by NGOs. All such Centers where out of school children are studying should be visited by the teachers verifying their academic standards. If they are qualified enough to join their regular school, these “late bloomers”shall be given befitting send-off in RSTCs, so that they would join the main school. In certain villages of some of the districts, it is observed that though children join the primary schools, but do not continue their education in higher classes. This may be because of the social customs, practices and also economic conditions. Teacher shall do counseling with all the parents especially parents of girl children and explain the importance of education and benefits the education would give in the long run. Some success stories wherein through education poverty was overcome should also be explained. Similarly some of the academic achievements of the children of the same village can also be shown practically.
b) Schools Ready:
All school have to be made attractive and at the same time, every school has to follow the RTE compliance, teachers should ensure that all schools are painted before schools reopen. Each class roomshall be given proper sign board showing Vth Class room, VIth Class room, HM Room etc.,
Any minor repair to school building shall be taken out of the maintenance grant available in the School. Similarly cleaning of drinking water tanks and hand pump repairs shall also be taken up. Toilets and drainage
system shall be kept in good condition. The play ground shall be demarcated visibly. Similarly cycle stand shall also be demarcated with sign board. If any repairs to compound wall or fencing are required, it can also be taken up out of maintenance grant. Class room shall be kept in clean and good condition by white washing, displaying posters available in the schools. All the waste material available in the school including old text books wherever syllabus changed should be disposed off. Class rooms made very attractive for the children to come to the school with keen interest. Schools will be reopened by 12th June, 2013.
II Phase:
ACTIVITIES PROPOSED AFTER SCHOOLS ARE REOPENED:
(From 12th June to 20th June, 2013)


After schools are reopened, the following activities shall be taken up as a part of education fortnight.
1. Samoohika Aksharabhyasam Day: (12-06-2013)
On the first day after schools reopen with all the new children whoever joined, there shall be a ceremony of “Aksharabhyasam” in the school. All parents and village elders shall be called for thisceremony and there shall be festive atmosphere in the school.
2. Right to Education Day: (13-06-2013)
• Uniforms should be distributed to all the children. Teacher should ensure that uniforms are of good quality and stitched as per the size of the children.
• New Text Books should be distributed to all the children and the concept in that new Text Books should be briefed to the all the children and parents.
3. Telugu Bhasha Vikasa Dinotsavam: (14-06-2013)
Campaign on the importance & Significance of Telugu Language. All the Project Officers of RVM (SSA) & District Educational Officers shall be invited Telugu Language Pandits to felicitate them. And all the HMs shall be identified the children of their respective schools who performed well in Reading and Writing Skills in Telugu Language shall be appreciated with Certificate and Prize.
4. Girl Child Education Day: (15-06-2013)
• Awareness campaign on benefits of education for thegirl child and the facilities available for the girl child: CDPOs, Supervisors, AWWs of Women and Child Welfare Department shall make arrangements for
distribution of scholarships, GCP certificates and conduct of awareness campaign on the benefits of girl children.
5. Quality Education Day: (17-06-2013)
• Class readiness programme for the children going tothe higher classes should be organized wherein language skills acquired by in earlier classes will be recapitulated.

• Huge TLM (Teaching Learning Material) which alreadyprepared by the Teacher, existing library books. Sports and Gam es material should be displayed and Children should be taken around tosee the display.
So that they develop interest in book reading, sports and other activities on the coming academic year.
• On school reopening every student shall be asked towrite their goals and vision in their diaries, which they would like to achieve in the coming academic year.
• The academic calendar for the academic year shall also briefed to the children and also to the parents. The new inclusionin the academic calendar like sports and games, moral education, Meena Radio will be
explained to the parents.
• The academic calendar, which prescribed at State level can be followed by every school and the syllabus can be thought as per the academic calendar.
• Accordingly, the periods, Time Table may be prepared & Display at Class room from 1st Class to X Class.
• The Moral lessons, sports and game, Cultural activities shall also be incorporated in the Time table. A review on the progress made by the children and Teaching on Quality shall be the main agenda for the
SMC meetings.
6. Teachers, Parents & SMC Day: (18-06-2013)
General body meeting of the school shall be convened inviting all the parents who are members of the General body and the SMC (School Management Committee) will be formed by electing one of the parent as the Chairman. The detailed guidelines are under issue.
7. Mid Day Meals Day: (19-06-2013)
• A workshop will be organised to the Mid Day Meal workers at mandal level to explain the nutrition value of foodand right way of cooking to protect available vitamins and minerals. HMs shall also explain about the quantity of the food grains, pulses, vegetables, oils being made available to every child under Mid Day Meal Programme. AP 10th PRC Questionnaire

TENTH PAY REVISION COMMISSION QUESTIONNAIRE.
The State Government have been constituting Pay Revision Commissions regularly to evolve rational pay structure for their employees. The Government recently constituted Tenth Pay Revision Commission.Its terms of reference include evolution of principles which may govern the structure of emoluments and the
conditions of service taking into account the total packet of benefits available to the employees of the State Government, Local Bodies, Aided Institutions and Non-teaching staff of Universities.

The Pay packets for the Government employees include Basic Pay and compensatory Allowances. The main compensatory allowances are Dearness Allowance, House Rent Allowance and City Compensatory Allowance. The Dearness Allowance compensates rise in the cost of living index which is being sanctioned
based on the increase in the twelve monthly moving  average of the All India Consumer Price Index for the Industrial Workers computed by the Labour Bureau, Simla. The House Rent Allowance compensates the expenditure incurred by the Government employees on Housing. The City Compensatory Allowance compensates higher cost of living index in cities. In additionthere are special allowances where the employees are supposed to perform special nature of duties including those working in interior places, unhealthy localities, hill areas, tribal areas etc. The Special Pays are sanctioned where the job requires  special skills or the job involves arduous nature of duties or for specific addition to work. It is pertinent to note that the
quantum of these Special pays and allowances shouldadequately compensate the extra duties or for the arduous nature of the job,  but at the same time they should not disturb the salary structure.

The successive Pay Revision Commissions evolved the pay structure of the employees after thoroughly reviewing the pay scales evolved by earlier Pay Revisions. An Anomalies/Regrouping Committee followed the 1986Pay Revision and Anomalies Committees followed the 1993, 1999, 2005 and 2010 Pay Revisions.

The SSC, OSSC and SSC Vocational course Public Examinations, March, 2013 will be conducted from 22-03-2013 to 09-04-2013. The timings of the examinations are from 09-30 A.M.to 12-00 Noon.
In this connection, I am to inform you that the "Bar Coding system" is being continued for this year also in all the papers of SSC, OSSC Vocational Examinations. In this regard Comprehensive Instructions/guidelines highlighting the roles of the Chief Superintendents, the Departmental Officers and invigilators are prepared and enclosed to this letter. The instructions to the Chief Superintendents  / Invigilators are divided into Two parts.
1. Part-I deals with General Instructions for all above examinations.
2. Part-II deals with instructions to be followed under bar coding System for all subjects.
Further the instructions given to the Chief Superintendents  hold good for the Departmental Officers  as both of them have to see that the instructions are carried out  scrupulously  and conduct examinations smoothly and  peacefully. In addition to these instructions some special instructions are given to the Departmental Officers  to concentrate on certain important activities and  bestow their personal attention.
